Overview
the company is building a small, cross-trained team to support the Federal Aviation Administration’s NISC Enterprise Support Tasking (NEST). The team will operate and maintain the system the FAA uses to manage task orders, funding, and invoices for one of its largest technical support contracts, and will help design and build its replacement. As our financial systems and data analyst, you will connect the system’s financial data with the people who depend on it, so that the numbers are accurate, the reports are useful, and users get the support they need.
Scope of Work
You will be the team’s financial data and user-facing lead for the NISC Information Management System (NIMS). Your work will include:
Validating funding, obligation, and invoice data received from the FAA’s Delphi and PRISM systems, and working with data owners to correct errors.
Maintaining existing reports and building new integrated funding reports in the KFDB reporting database.
Supporting invoice review and approval through the NISC Invoice Approval Tool (NIAT), and resolving invoice data issues.
Gathering requirements from the program office for a financial dashboard that tracks Estimate at Completion, Estimate to Complete, Earned Value, and related metrics, then testing it with users.
Producing data extracts and reports for FAA data calls, including from the legacy CMIS system.
Handling routine user requests and first-level help desk support.
Updating user guides and delivering user training.
Gathering requirements and coordinating user acceptance testing for the replacement system (NISC V).
Providing backup support for security documentation.
What You Will Do
Validate financial data received from Government systems and correct errors with data owners.
Maintain and build reports on funding, obligations, and invoices; respond to data requests.
Support the monthly invoice certification cycle and resolve invoice data issues.
Lead first- and second-level help desk support, typically ten or fewer requests a month.
Update user guides and deliver user training.
Gather requirements for dashboards and for the replacement system, and coordinate user acceptance testing.
Provide backup support for security documentation.
What You Bring
3+ years as a business, data, or financial systems analyst, preferably on a federal program.
Understanding of federal budget and contract data such as obligations, funding, and invoices.
Working SQL for queries and reports.
Experience supporting users and writing clear documentation.
Must be able to obtain an FAA suitability determination and a PIV card.
U.S. citizenship Required.
Nice to Have
Experience with Delphi, PRISM, or other federal financial or contract writing systems.
Earned value management (EVM) or contract management experience.
Requirements gathering and user acceptance testing.
AWS Cloud Practitioner certification.
